Expert Level is the top of the ISTQB certification scheme — and by design, the smallest, hardest, and most expensive part of it. It’s not a single exam but a small set of specialized, multi-part certifications aimed at professionals who’ve already reached an advanced stage in their testing career and want to formalize deep expertise in one specific area.

What Is ISTQB Expert Level?
Expert Level currently exists only in the Core stream, and is focused on two areas: Test Management and Improving the Test Process. Unlike Foundation and Advanced Level certificates, which are valid for life, an Expert Level certificate is valid for 7 years — a meaningful difference worth factoring into whether it’s the right investment for where you are in your career.
To sit any Expert Level exam, candidates must hold both ISTQB Foundation Level (CTFL) and the relevant Advanced Level certificate, plus practical experience defined by their Member Board — typically around 5 years of general testing experience and 2 years specifically in the expert topic area.
The Two Expert Level Tracks
1. Expert Level Test Management (CTEL-TM)
Also referred to as “Managing Testing, Testers, and Test Stakeholders,” this track is for experienced test managers and test leaders responsible for quality and testing at an organizational or program level — beyond what CTAL-TM covers. It comprises three separately examined modules, and all three must be passed to gain full CTEL-TM certification:

2. Expert Level Improving the Test Process (CTEL-ITP)
This track prepares individuals to fulfill a specific expert role: assessing and advising on test process improvement within their organization or project. It comprises two separately examined modules, both required for full certification:
● Assessing the Test Process (CTEL-ITP-ATP): evaluating an existing test process against recognized improvement models, identifying weaknesses, and prioritizing change. Covers the context of improvement, recognized models, analytic approaches, and how to select and initiate an approach.
● Implementing Test Process Improvement (CTEL-ITP-ITPI): the second part of the certification, focused on driving the improvement changes identified in the assessment phase.
Exam Format — Unlike Any Other ISTQB Level
Every Expert Level exam (across both tracks) has two components, not one — a meaningful departure from the pure multiple-choice format at Foundation and Advanced Level:

The essay component is what genuinely distinguishes Expert Level from every other ISTQB certification — you’re expected to construct a written, reasoned response to a scenario, not just select the best option from a list. This rewards candidates with real hands-on experience navigating ambiguous, organization-specific situations, and makes rote memorization far less useful as a study strategy.
Extra time is available for candidates not testing in their native language, but must be requested during exam registration.
Who Should Pursue Expert Level?
This is not a next logical step for most testers — it’s a deliberate, narrow investment for people who already know exactly which specialization they’re committing to long-term. Good fits include:
● Senior test managers or test directors formalizing strategic, organization-wide responsibility (CTEL-TM)
● Testers moving into an internal or consulting role specifically focused on assessing and improving test maturity across teams or organizations (CTEL-ITP)
If you’re earlier in a test management career, CTAL-TM (Advanced Level) is very likely the more relevant certification — CTEL-TM is generally the long-term target for senior test directors, not an early-career credential.
Is It Worth Pursuing?
Expert Level is a smaller, more expensive, and more demanding investment than anything earlier in the ISTQB scheme — both in prerequisite experience and in the essay-based exam format. For the right person — someone already operating at a strategic or process-improvement level in their organization — it’s a credible, globally recognized way to formalize that expertise. For someone still building toward test leadership, the time and cost are better spent on CTAL-TM first, with real years of hands-on management experience in between.
